Ulisses Morais was born in 1959 in Santarém, Portugal.
He began his managerial career when he was 36. The first club he headed was Naval 1º de Maio, then he worked with Dragões Sandinenses, Machico and Estoril Praia. In 2004, Morais headed Gil Vicente and spent there two seasons. Then he coached the top-division side Marítimo and in 2007 he returned to Naval 1º de Maio, but the team showed poor results and therefore he was sacked in September 2009.
The next club he headed was Paços de Ferreira, where he worked for a season. In 2012, Ulisses Morais became the head coach of Beira-Mar but lasted only till the beginning of 2013.
