Veli was born in Vienna, in a family of Turkish immigrants. He was keen on football and started his career in the youth team of Rapid Wien FC, where he later progressed to the professional level.
The player made his debut at senior level on 22 May 2005 in the fixture against Wüstenrot. In 2006 Veli became the first team member. Altogether Kavlak spent 6 seasons with the club, appeared on the pitch 146 times, netting 13 goals. The player left the club in 2011.
Veli made his national team debut on 24 March 2006 in the game against Ghana, where he came off the bench 71 minutes after the starting whistle substituting Roland Linz. The game finished in a 1-1 draw. The player missed the home fixture during the UEFA Euro 2008 due to shoulder injury.
Kavlak joined Beşiktaş on 27 May 2011 and plays in number 8 shirt. The transfer cost his new club 750.000 Euro.
