Kenan was born in Nicosia, the capital of Cyprus. He started to take interest in football when he was a child. Kenan took part in the matches between local and regional teams. In 2003, he began playing for the youth football team of Osmaniyespor club. In a year he made a move to Beşiktaş, where his professional career began.
From 2006 to 2010 the footballer played for the capital club. He made his debut in the Super League on February 17, 2006. Later the player was sent on loan to such clubs as Karşıyaka, İstanbulspor, Kayseri Erciyesspor and Çaykur Rizespor. Kenan fired the first goal in his professional football career on March 11, 2007.
In 2010, the footballer began playing for Antalyaspor. While playing for the club, Kenan took part in 26 matches and contributed one goal. At the beginning of 2012, he signed for Boluspor but did not play a single match and later in 2012 joined Akhisar Belediyespor. Kenan Özer plays as an attacking midfielder and his contract runs until May 31, 2014.
Kenan was called up to the national U-19 team in 2006.
