Manuel Alejandro Arteaga Rubianes was born in Venezuela in 1994 and graduated from the academy of Zulia FC, where he was promoted to the first team. He made his debut on 15 August 2010 and that game against Atletico El Vigia ended in a 4-1 win. In the year of 2011 Arteaga attracted attention of several European clubs and had trials at Liverpool and Fiorentina, though he joined neither.
In the last day of the 2012 summer transfer window Manuel Arteaga penned a loan deal with Parma F.C. In 2013 the player returned to Zulia Fútbol Club. Later on he joined Deportivo Anzoategui.
He was a part of the Venezuela U17 national team in the 2011 Sudamericano U-17. He earned his first senior cap on 7 August 2011 in a 1-2 loss at El Salvador.
